It is not uncommon for some hitch installations to require spacer blocks of some kind to get the hitch to install properly. If they are required in your situation then it is permissible to use them. A spacer block such as # RP3022 could be used unless Curt recommended to you a specific spacer.
You will want to make sure the hitch is level by using spacer blocks equally on the left and right side as needed.

Since you said you have blocks for your lift kit that makes me thing that you have a body lift and not a suspension lift which means that you wouldn't need any lift spacers like the part # F2366 that you referenced. Body lifts don't require the spacers since the suspension doesn't move.

According to my contact in the Tech Services department at EcoHitch, it is permissible to substitute the 6 nylon spacers included with the # EH39FR hitch for stainless steel washers if you wish, but it isn't necessarily something they recommend doing.

There are front axle Timbrens available for the 2019 Ford F-350 4X4 with part # TFF350SDC. The Timbren Front Suspension Enhancement system will require spacers if you have a suspension lift. If it's a body lift you won't need the spacers. If you have the suspension lift you may need 1 or 2 spacers depending.

In regards to the Curt Trailer Hitch Receiver part # 13266, which is a fit for a 2008 - 2016 Volvo XC70 the spacers which go between the vehicle body and trailer hitch are only required on models with a raised edge around the space where the hitch installs. I cannot recommend you operate outside of the installation instructions but I don't see a huge issues with using the spacers even if the edge isn't present.

Although the grey plastic brake controller connector socket is typically located behind that panel located under the steering column, there is one alternate location I am aware of. Follow the accelerator pedal all the way up under the dash. Just to the right of where the throttle cable attaches to the end of the pedal, there is a body strut bolted to the firewall. The connector is sometimes pinned to the side of the strut, as shown in the photo I edited for you.

I have attached a photo for you which shows a vehicle WITH the raised edges on the end panel and a vehicle WITHOUT the raised edges on the end panel. This end panel is attached to the vehicle's body, not the rear bumper fascia.
